The fix, in one line
Go back to Quill's apartment building and hand in the research material. The bunker step does not unlock until you do.
Where people get stuck
The sequence that produces the dead end, from the Steam thread "Quill The Researcher":
- You finish Biggie's "Big One" quest
- You meet Quill the Researcher
- You go to the bunker — and cannot get in
Nothing on screen tells you what is missing, which is why this one turns into a search rather than a puzzle. The bunker is not the next step yet. The research hand-off is.
Do that first, and the quest to go to the bunker appears.
Quill patrols outside the Outpost
This is worth knowing because it changes where you look for him. Patch 1.06 (11 August 2026) says: "Fixed so Quill shouldn’t catch fire on his patrol route outside the Outpost." The bug is gone; the detail it confirms is not — Quill has a patrol route that takes him outside the Outpost.
So if he is not where you last spoke to him, he has not despawned. He is walking.

How this fits the questline
The order players describe is Biggie → Quill → bunker. Biggie's "Big One" is the quest that leads into the Quill chain, which is one of the reasons people looking for Biggie end up here.
Past the bunker, the story runs into the ancient facility and the vault — see Ancient Secrets, including the client-side door bug that can make the bunker look broken when it is not.
What is not confirmed
- What the research material actually is, or where you pick it up. The thread assumes you already have it when you get stuck
- Whether the hand-in has a prerequisite of its own
- What Quill's chain rewards. No source states an outcome
- Whether the Big One quest is strictly required or merely the usual route
- Two threads we have not been able to work through yet — a Russian one (Исследования Квилла) and a Spanish one (AYUDA HELP MISION DR.) — may contain more of this chain than the English thread does. We would rather tell you they exist than pretend this page is complete
